The Consortium for an Intercontinental Capitalist Sanction -- abbreviated as CICS, but also referred to as the Consortium, the Affinity of the Capitalist Sanction (ACS), and simply the Capitalist Sanction (CS) -- is an international organization formed in the mid-1950s by the Corporatocracy of Harbitros and Domi Concordia upon their trade agreement, following the Concordian-Govindan War. The original intention of the agreement was for Harbitros to deliver state-of-the-art and powerful vehicles, weapons, technologies, et cetera onto the battlefield to aid the Concordians in their struggle to annex the Govindan island territories from Govinda. The agreement, however, extended to three nations familiarized to Harbitros upon them agreeing to adopt remapped, capitalist economic systems: Vorennta, Gecko, and San Locura. Shortly thereafter, other pro-capitalist countries joined the organization in order to group among an anti-communist entity as the USR and its influence continued to expand.
