The Grey Gate Penury Complex, or simply Grey Gate, is a giant arcology complex created by the Federation of Machinam under the orders of Norman Chessler in 2064. It was created as a steadily growing number of Machinish citizens found themselves in extreme poverty due to either theMachinish Civil War , the post-war economy shift, or both. The budget and resources needed for the complex to be constructed were approved by Sam Mano.

By 2070, over 2 million Machinish civilians had made the massive arcology their home -- as well as several hundred refugees from abroad. However, upon inspection by the Atonement of Harmony, it was revealed that immense corruption occurred within Grey Gate. Examples of such happenings are abuse of power by Machinish law enforcers, negligence of struggling citizens, lack of sanitation, and lack of safety precautions. The AoH also uncovered a large amount of organized criminal activity in the arcology. However, despite these findings, the Federation of Machinam refused to abide by the AoH's pleas and commands -- and thus political tensions have since risen within the AoH against Machinish officials.
